Supporting and Protecting Cider at the State Level


State legislatures play a critical role in shaping the business environment for cider producers at the local level. The ACA supports, rather than replaces, state advocacy efforts by providing national expertise and coordination that help state guilds respond quickly and effectively to emerging issues that challenge or support a strong, competitive cider industry.


Our efforts include responding to proposed legislation that could impact cider producers, supporting policies that foster industry growth, and helping states modernize cider laws to better align with the federal cider definition.

By combining national perspective with local expertise, the ACA helps ensure that cider producers across the country have access to coordinated advocacy and the tools needed to address challenges at the state level.

Colorado: Opposed Proposed Tax Increases

In early 2026, the ACA worked alongside local partners to successfully oppose legislation that would have significantly increased taxes on cider and other beverage alcohol producers.

In the summer of 2026, the ACA supported efforts to update Arizona's cider definition to align with federal regulations, improving consistency for producers and importers.
